Marriage was designed to keep the family’s inheritance within the family.

You cannot inherit a culture. Culture is made up of traditions and customs that are passed down from generation to generation. The old generation teaches the next one what is important to their people. This can be called indoctrination. I definitely agree that culture is entirely taught, though not necessarily indoctrinated.

Civilization is characterized by five traits: specialized workers, complex institutions, record keeping, advanced technology, and advanced cities. It's true that a culture or society may demonstrate evidence of one or more of these traits, but without possessing all five a culture, even an advanced one, cannot be called a civilization.  http://www.historyshistories.com/mesopotamia-5-traits-of-civilization.html
